France Entrepreneur / Profession Libérale Residence Permit: Viability, Income, and Evidence

This route allows a non-EU national to conduct lawful self-employed commercial, craft, industrial, or professional activity in France when the activity is economically viable and provides sufficient means of support.

The temporary Entrepreneur / Profession libérale permit may suit consultants, independent professionals, shop owners, craftspeople, and service providers who do not meet a multi-year Talent category. It is generally issued for up to one year and renewal depends on the business actually operating.

2026 development: economic viability is now assessed through a formal administrative opinion supported by the document list established in the May 13, 2026 order. A business plan should therefore be corroborated by concrete records.

Three Essential Requirements

Lawful Activity

The activity must comply with French law. Regulated professions require the applicable degree recognition, registration, license, or authorization.

Economic Viability

The model should have a defined market, credible pricing, adequate financing, controlled costs, and a realistic path to operations.

Sufficient Means

The applicant must be able to derive adequate personal means from the activity. Company turnover is not the same as personal disposable income.

French authorities review the complete economic picture. Savings alone do not prove that a venture is viable, while high gross revenue may still be insufficient if expenses prevent the applicant from earning adequate income.

Typical Process from Abroad

  1. Define the activity, legal structure, market, and regulatory requirements.
  2. Prepare the economic record and request the required viability opinion.
  3. File the long-stay visa application through the competent French consulate.
  4. After arrival, validate the VLS-TS or complete the residence-card procedure, as applicable.
  5. Preserve operating, tax, social, and income records for renewal.
Forming an SAS, SARL, or micro-enterprise does not itself create a right to reside in France. The entity must support the genuine activity described in the application.

  • A generic business plan with no market validation.
  • Insufficient funding for business and living expenses.
  • Missing viability opinion when required.
  • No authorization for a regulated activity.
  • Revenue assumptions inconsistent with pricing or capacity.
  • At renewal, insufficient business income without reliable explanation.
  • Confusing this one-year route with the Talent business-creator category.
